Is the Ship Sinking?
Continuing with our imaginary pilot project called the Community Guardian, the coalition was feeling optimistic that its months of developing its AI framework would help in the effort to intervene in escalating domestic violence crises. But, as with just about any new product—technological or otherwise—it’s not always smooth sailing. In this case, the ship encountered turbulence.
Three months into the pilot, a local news station ran an investigative story titled Big Brother in the Home: County's AI Surveillance Program Raises Alarm. The piece featured an interview with a woman who said she'd been wrongly flagged by the system, causing a lot of unwanted attention in her neighborhood and anger within her household. It is important to acknowledge that unsubstantiated accusations result in a different kind of domestic violence victim: the falsely accused.
By morning, the project faced a full-blown crisis. Social media lit up with concerns. Politicians demanded answers. The carefully built coalition started to fracture. The members’ reactions varied from panic—abandon ship!, to calm analysis—what do we need to do to fix this? The system worked as designed. It was a human reviewer who made the call to intervene, not the algorithm.
Their collective solution was not to defend or retreat; it was to disclose, because transparency is a key attribute of well-architected and implemented AI solutions. They decided to publish their accuracy metrics, share their review processes, and invite more community members into oversight roles. Their crisis response would include an immediate public forum, expanded community participation, enhanced consent protocols, and a commitment to publish regular performance audits. They invited the woman from the news story to join the Community Ethics Council to validate the belief that critical voices improved the system rather than threatened it.
The project survived, but emerged fundamentally changed: more transparent, more community-driven, and more resolved to address the complexity of the problems it sought to address. What began as an AI-centered approach had evolved into a socio-technical framework where technology serves as connective tissue between human services and human needs. Technology could help address domestic violence not by predicting and controlling, but by connecting and empowering. The algorithms don't make decisions, they surface patterns that might otherwise be missed, enabling humans to respond with greater awareness and coordination.

They attempt to describe what an optimal strategy and architecture would look like and the most effective way to implement it. While these chapters might not be useful to the general audience, they might be immensely so to any entities or organizations interested in how to develop such a system in the effort to thwart domestic violence. Because we can’t know who would and would not be interested in these in-depth how-to articles, we didn’t want to impose all seven of them on everybody’s inbox.
